Artificial Intelligence Assistants Deliver ‘Misleading and Partial’ Voting Advice, States Netherlands Regulator

AI chatbots have been shown to be “unreliable and clearly biased” when offering voting advice, the Dutch data protection authority (AP) has stated, issuing warnings about a possible risk to democratic processes just eight days before the country’s general election.

Study Shows Repeated Partiality in Chatbot Recommendations

The four chatbots tested by the AP “frequently recommend identical two parties”, irrespective of the user’s question or command, the watchdog explained in a analysis released ahead of the 29 October election.

In more than half of the cases, the chatbot suggested either the right-wing PVV of Geert Wilders or the leftwing GroenLinks-PvdA led by the ex-EU commissioner Frans Timmermans.

Certain groups, such as the centre-right CDA, “are almost never mentioned”, even when the user’s input exactly matches the positions of these political entities, the study pointed out.

Official Warns Against Relying on AI Assistants for Election Advice

The deputy head of the data protection agency, the official Monique Verdier, commented that while chatbots may seem like clever tools, “as a voting aid, they consistently fail”. Citizens were being steered toward a political group that might not correspond to their ideological beliefs, she added.

“This immediately affects a fundamental pillar of democracy: the integrity of free and fair elections,” said Verdier. “We thus caution against using AI chatbots for election recommendations, as their functioning is opaque and difficult to verify.”

Election Context and Party Dynamics

Netherlands citizens vote on 29 October in an electoral contest that will be closely watched around Europe for the performance of the Freedom party.

The far-right party of Wilders is ahead in surveys but the gap to the GroenLinks-PvdA and CDA appears to be narrowing, with numerous electors yet to make up their minds.

All major parties have ruled out an alliance with the PVV, meaning the runner-up party is most likely to provide the next prime minister.

Unintentional Bias Linked to Chatbot Functioning

The authority stressed that the bots were not deliberately biased, and that their “noted flaws” are a consequence of the manner in which AI assistants function.
